ANO API proposes modernizing the industrial infrastructure of 15 ports and two cities of the Far East with the help of PPP

The Far East Investment Promotion and Export Support Agency (ANO IPA) with the largest state-owned banks is developing a new application of the public-private partnership mechanism to create industrial infrastructure in the Far East. A new initiative will be presented at the Eastern Economic Forum.

“We offer a new format for using PPP. No one is surprised by the examples when, with the help of a concession, a bridge or road is built, hospitals and medical centers appear. As a rule, the state provides a grant for construction, and part of the funds is invested by the investor - market forces alone are insufficient for the emergence of such objects. At the same time, these facilities are necessary to improve the quality of life and develop the economy of the territories. We want to use this format for the construction of industrial facilities and infrastructure, ”commented Leonid Petukhov, Director General of ANO IPA.

According to him, the possibility of reconciling the mechanism of public-private partnership and concessions to create industrial zones of 15 ports and two cities - Komsomolsk-on-Amur and Svobodny. The estimated amount of investment by the state may be at least 500 billion rubles.

“There are a number of cities, for example, Komsomolsk-on-Amur, for which this form of support will be relevant. So we need industry, we need to modernize production, create jobs. A concession mechanism may be a form of support for the development of industry. With the help of PPP, an industrial site is created - a kind of universal mega-plant, which becomes the assembly point of various industries, ”he explained.

It should be noted that ANO IPA also structures public-private partnership projects and attracts investors to create social infrastructure facilities, invites investors to consider the possibility of building roads, bridges, and highways using concession mechanisms.
