A Constructive Dialogue With Patient Organizations Will Help To Correctly Identify The Vector Of Development Of The Pharmaceutical And Medical Industry

 On November 29, the VIII All-Russian Congress of Patients began its work. Its purpose is to develop and improve the mechanisms of interaction between the state and public organizations to improve the quality of life of citizens of the Russian Federation.

The solemn opening of the event and the plenary session that started the business program of the Congress was attended by Alexander Levitskaya , Adviser to the President of the Russian Federation , Veronika Skvortsova , Minister of Health of the Russian Federation  , Sergei Tsyb , Deputy Minister of Industry and Trade of the Russian Federation , Mikhail Mikhailovich , Head of the Federal Service for Surveillance in the Health Care of the Russian Federation. Murashko , Chairman of the State Duma Committee on Health Dmitry Morozov , Chairman of the National The Medical Chamber of the Russian Federation Leonid Roshal and others.

Sergei Tsyb noted the constructive dialogue, which was built by the agency with the All-Russian Union of Patients and patient organizations. The Deputy Minister delivered a welcome address on behalf of the Minister of Industry and Trade of the Russian Federation Denis Manturov.

"The issues that are highlighted at the congress are of great importance and concern every person, and their solution will contribute to the welfare of our citizens," the welcome address noted. "The policy of the Ministry of Industry and Trade of the Russian Federation is aimed at developing the Russian pharmaceutical and medical industry, stimulating investment in the industry, localizing the production of medicines and medical products, as well as transferring technology to the Russian Federation."

The Deputy Minister stressed that today full-fledged care for the patient is impossible without proper provision with high-quality and effective medicines, medical products and equipment.

"Thanks to the program" Development of the pharmaceutical and medical industry "over the past five years, we saw how Russian producers are actively expanding opportunities, the share of Russian drugs in the overall Russian pharmaceutical market is growing," said Sergei Tsyb. - For the first time in 2017, we have overcome the 30% threshold in monetary terms. This suggests that companies have learned to produce medicines of any complexity. For 4 years, 19 new plants have been built according to the most advanced international standards. Over the course of the program, more than 400 projects have been supported to create new drugs, molecules - more than 100 are at the stage of clinical research. "

At present, the Ministry of Industry and Trade of the Russian Federation is actively working to create a whole line of new drugs for pulmonology. As noted by deputy departments, support in this is provided by large medical institutions. Recently, Russian companies have withdrawn a drug for the treatment of Hepatitis C, diabetes mellitus type 2. In the segment of "7 nosologies", Russian producers increased their share of their presence from 4% to 40%. The release of domestic drugs for oncology in five years increased three-fold.

The answer to the question of where it is important to concentrate efforts in the future, the agency intends to seek in close and constructive dialogue with patient organizations. As Sergey Tsyb noted, only in such interaction can the vector of the development of the pharmaceutical and medical industry be correctly defined.

Within the framework of the Congress, educational seminars and trainings will be held on the organization of the work of patient communities, interaction of NGOs and authorities, strengthening the effectiveness of NGOs in order to improve the quality of medical services for the population.

During the Congress, topical issues of public health management will be discussed: the problems of health development at the present stage; the organization of a system of public control in the field of health care and supervision over the implementation of existing laws and decisions in health care; ways to increase the availability and quality of care in the Russian Federation; problems of medicinal provision of the country at the present stage; issues of quality and accessibility of rehabilitation; ways to improve medical and social expertise; development of information technologies in the healthcare sphere; interaction of medical and patient communities: reality and prospects.
