The end of March in Russia will begin construction of the second unique cruise liner. And for the polar explorers already project a super-icebreaker, which, like nuts, will destroy four-meter ice.
Denis Manturov, Minister of Industry and Trade, told this to Rossiyskaya Gazeta. And also about what changes the fishermen are waiting for.
Denis Valentinovich, on what we all the same on the cruises will we go? The old ships almost completed their term. Will we stay on the beach?
Denis Manturov: We will not stay. We create fundamentally new passenger cruise liners - the future flagships of our river passenger fleet.
For example, I would call the PV300 a first Russian cruise ship of the XXI century. It is a four-decked vessel of mixed (river-sea) navigation for three hundred passengers.
Tourist transportation this ship will start on the route Moscow - St. Petersburg with access to the Azov, Black and Caspian Seas, with the prospect of calling at the seaports of Sochi, Sukhum, Sevastopol, Yalta and other cities of the Black Sea coast. The White and Baltic seas are also subject to it.
And when will we sail?
Denis Manturov: Delivery of the cruise ship to the customer - the Moscow River Shipping Company - in 2019. And at the very end of March we will lay the keel of another such cruise liner.
One person engaged in shipbuilding, employs at least four people in related industries
The Ministry of Industry and Trade has developed a "ship recycling grant" in the form of subsidies to organizations to recover part of the cost of acquiring or building new civilian vessels in exchange for ships that have been scrapped. This year, the subsidy is planned to 400 million rubles. Financing of the "ship recycling grant" will last until 2030.
And how will the renewal of the fishing fleet go? Let's cross over to their own? Today, fishermen operate about three thousand ships, many of which are built abroad.
Denis Manturov: Our shipbuilding industry must break the established stereotype, to prove to the customers that Russian fishing vessels are not worse than foreign ones. At the shipyards of Russia, up to 200 new fishing vessels of various classes will be built. And on a new economic basis.

For the first time since the beginning of the 2000s, more than ten contracts for the construction of fishing vessels have been signed at shipyards in 2016.
Now our shipyards can already replace up to 50 percent of imported special and general equipment.
The Ministry of Transport proposes to consolidate cargo transportation only for Russian shipowners. How do you like this idea?
Denis Manturov: We have only one ideology: transportation inside Russian territorial waters must be carried out under the Russian flag and on ships built at Russian shipyards. After all, if we do not load production, then we will forever give profits to the side. This can not be tolerated.
Since 2020, the state plans to legalize the norm on the priority placement of orders at Russian shipyards. However, the measure is good only with the full technical modernization of domestic enterprises. We need the most modern equipment that will not only improve the quality of our ships to the international level, but overtake it.
Let's not forget about the price at which entrepreneurs will benefit from acquiring domestic vessels that are not inferior to the best foreign analogues.
And how is the development of the shipbuilding complex in Crimea and Sevastopol? What are the plans of the minpromtorg in the region?
Denis Manturov: Since 2014, the shipbuilding industry of Russia has replenished with eleven shipbuilding and ship repair enterprises of the Crimea, including the oldest factories in Russia.
This is the Sevastopol Marine Plant, which built the brig "Mercury", the first Guards ship in the history of Russia. Shipyard "Zaliv", the author of the world's only nuclear dry cargo ship-lighter "Sevmorput". Now there is a gradual integration of enterprises into the civilian and defense-industrial complex of Russia, they are provided with a load for the medium and long term. For example, the shipyard "More" has a package of orders for the next three years.
Denis Valentinovich, In Russia there is still no professional holiday - the Day of the shipbuilder. Recently Chairman of the Russian Historical Society Sergei Naryshkin supported the initiative of the Ministry of Industry and Trade to establish such a holiday on the last Sunday of June. Can you be congratulated?
Denis Manturov: We think that the domestic shipbuilding deserved the opportunity to celebrate the whole country annually the work of people who continue the traditions of the great maritime power. This issue will be included in the agenda of the March sector meeting, in the coming days, on the 10th anniversary of our main shipbuilding locomotive, the United Shipbuilding Corporation.
If to count, then one person employed in the court industry, provides employment for at least four people in related industries. Thus, domestic shipbuilding provides jobs for more than 700,000 citizens. Shipbuilding is a complex industry. Today, the industry is formed by 182 enterprises, and the subcontractors - more than 2 thousand companies - metallurgical, machine-building, electronics.
11 nuclear ships of the Arctic class has been built by the country since 1959
Over the past ten years, the enterprises of the industry built more than 250 combat and about 400 civilian ships, ships and marine equipment with a displacement of more than 100 tons.
In the future, the role of shipbuilding will only increase. The industry is being modernized, new high-tech capacities are appearing, such as the Zvezda shipbuilding complex in Bolshoy Kamen (Primorsky Krai) for the construction of a large-capacity fleet. In the portfolio of orders the new enterprise has more than 150 vessels and marine equipment.
Denis Valentinovich, the last nuclear icebreaker "50 years of Victory" was born almost 17 years and only in 2007 became a member of Atomflot. Today, nine icebreakers are being designed and built, almost a quarter of the current icebreaker fleet. With what are the changes connected?
Denis Manturov: The attention of all developed countries is drawn to the development and development of the Arctic, offshore oil and gas fields. It is impossible to conquer this territory without a lot of complex and different naval equipment.
Russia is considered the world leader in the construction and operation of the modern icebreaking fleet. In total, thirty icebreakers are in operation in the country, of which five are nuclear, plus an ice-class nuclear ship, a Sevmorput lighter.
Since 1959, our country has built 11 nuclear vessels of the Arctic class. Today, the Baltic Plant is building three new-generation nuclear icebreakers for Atomflot with a capacity of 60 megawatts each. They will be able to conduct caravans all year round in the western region of the Arctic, including shallow areas of the Yenisei and Ob Bay. The head icebreaker is scheduled to be delivered to the customer in 2019, followed by two others.
By the way, at the Baltic plant this year the construction of the first floating nuclear thermal power station with a capacity of 70 MWt is coming to an end.
What is the difference between the proposed icebreakers and existing ones?
Denis Manturov: There are no analogues in the world to the current Russian nuclear icebreakers. And the main difference is that from now on the construction of all icebreakers is tied to the results of scientific developmental design. The Ministry set the condition for the developers: science is a science, but plans for the introduction of developments into production should be prescribed and a specific model of technology presented.
And, by the way, a vivid example of the innovative approach is the creation of brand new cruise liners, as I have already said, the future flagships of the Russian river passenger fleet.
