Development Corporation of the Far East prepared the first residents for the new TOR “Transbaikalia”

General Director of the Corporation for the Development of the Far East, Aslan Kanukoev, was on a working visit to the Trans-Baikal Territory. The main reason was the decision to create a new territory of advanced development “Transbaikalia”, which was signed by the Chairman of the Government of the Russian Federation, Dmitry Medvedev.

The business visit program also included participation in a meeting chaired by the Prime Minister of the Russian Federation on the socio-economic development of the Trans-Baikal Territory, a meeting with residents and potential investors in the Trans-Baikal Territory, and an inspection of the management company.  

According to the Director General of KRDV, since the inclusion of the Trans-Baikal Territory into the Far Eastern Federal District, the Far East Development Corporation, together with the Ministry of Eastern and Russian Development and the government of the Trans-Baikal Territory, has been active in integrating the region into the economic space of the Far East. “23 municipalities of the Trans-Baikal Territory, as well as two urban districts — the city of Chita and the village of Aginskoye — entered the borders of the TOR" Transbaikalia ". Thus, local and attracted investors have the opportunity to use the same mechanisms that have already been tested and successfully applied throughout the Far East, and these are tax, customs and administrative preferences for business activities, ”Aslan Kanukoev said.

In total, 15 investment projects in the mining, construction, agricultural, machine-building, timber and food industries are currently being implemented in the Transbaikalia TRS. The implementation of these projects will create more than 9,000 jobs and attract 196 billion rubles of private investment.

“We have already reviewed the applications of potential investors to receive the status of a resident of TOR and are ready to sign the first agreements on the implementation of activities in the priority development area“ Transbaikalia ”in the near future. Anchor will be the investment projects “Baikal Mining Company”, “Baikalrud”, “Komsomolets Breeding Plant”, “Hort-V” Breeding Plant, “Innovation” Group and “Mayak-Invest”. We will sign agreements with other investors by the end of this year, ”the head of the corporation specified.

Companies claiming the status of TOR residents are planning to develop the Noyon-Tologoyskoe polymetallic ore deposit and produce lead-zinc concentrate, the Udokan copper deposit, create a large agro-industrial holding, organize underground mining operations for the Ukoninsky deposit, launch a pellet production line, and also to produce ready-made food.   

In addition, such companies as TorMet, Golden Mountain, Taseyevskoye, Resuzugol, NOVIN Reinforced Concrete Products Plant, Kutinsky Incision, IC Cooperative Chernovsky are considering obtaining the status of a TOR resident. Potential investors intend to build a mining and ore-dressing plant for the processing of polymetallic ores, a greenhouse complex, a large-panel house-building plant, a plant for the processing and melting of unusable rails, and also to develop coal deposits. 

A representative office of KRDV JSC - LLC UK TOR “Zabaikalye” was called up to create full support for existing and potential residents. The subsidiary was registered back in March, and in June it actually began work. 

“Since the beginning of its activities, the management company has conducted work with potential residents of the TOR, outlines of the long-term development plan of the Zabaikalye TOR, and sectoral areas of regional development have been outlined,” said Aslana Kanukoyev. “The projects correspond to the priority directions of the socio-economic development of the region — this is agriculture, logistics, field development, and production.”

At the moment, the management company, together with the regional authorities and the authorized organization for interaction with investors - the Trans-Baikal Region Development Corporation, is analyzing additional promising sites for inclusion in the boundaries of the Trans-Baikal Territory.
