Evgeni Dietrich took part in a meeting on the development of the transport system of the St. Petersburg transport hub

The meeting was led by Deputy Prime Minister Maxim Akimov. Governor of St. Petersburg Alexander Beglov, deputy chairman of the government of the Leningrad region for construction Mikhail Moskvin, head of the Federal Road Agency Andrei Kostyuk, representatives of federal executive authorities and private business also took part in the discussion of plans for the development of transport infrastructure in St. Petersburg and the Leningrad Region.

Decisions were made on options for federal support of priority transport facilities in the city and region. Alexander Beglov said that the St. Petersburg government, together with the federal authorities, selected and worked out in detail the key projects for the development of road and transport infrastructure. These are the High-Speed ​​Latitudinal Highway (SHMSD), the Southern Latitudinal Highway, the South Volkhonskaya Road, the reconstruction of Primorsky Highway, Petrozavodsk Highway and the construction of a transport interchange at the intersection of Moskovsky Highway and Danube Avenue.

“The construction of the Latitudinal Highway for high-speed traffic is our number one issue,” the head of the city emphasized. According to him, the route will help reduce the load on the road infrastructure, redirect intensive cargo and passenger flows, as well as increase the transport accessibility of the seaport “Big Port of St. Petersburg”. The road will include 11 interchanges, the estimated throughput will be more than 170 thousand cars per day, the speed is 110 km / h.

The city plans to divide the construction of the bus system into stages and begin the first stage in 2020. The preliminary deadline for completing all four stages is the fourth quarter of 2024. The amount of co-financing declared by the city for the Latitudinal Railway project from the federal budget is 56.9 billion rubles until 2024.

Vladislav Onishchenko, the head of the Analytical Center under the Government of Russia, whose specialists rank the objects that apply for federal support as part of the Comprehensive Plan for the Expansion and Modernization of the Main Infrastructure, said that the socio-economic effects and target indicators of the ShMSD give reason to include it in the national project. The remaining announced projects of the city and the region may become the basis for a separate comprehensive program for the development of the St. Petersburg transport hub, Onishchenko added.

This option was supported by the Minister of Transport Yevgeny Dietrich, according to whom Petersburg and the Leningrad region need a single consolidated agglomeration program. He informed that the Ministry of Transport had already proposed to allocate an additional 4.3 billion rubles in the federal budget for the 2020s and planned 2021–2022 for co-financing city projects and 2.3 billion rubles for regional projects. Now these parameters are being discussed with the Ministry of Finance.

Deputy Prime Minister Maxim Akimov supported the initiative of the head of the city to choose the Latitudinal Highway as a priority project. He recommended that the governments of St. Petersburg and the Leningrad region, together with the Ministry of Transport of Russia, present in October the final proposals on the financial and economic model of the full-service medical insurance system for consideration by the project committee of the Comprehensive Plan. The Analytical Center and the Ministry of Transport were instructed to work out options for funding sources within the approved limit limits of the Comprehensive Plan, as well as prepare the necessary documents for inclusion of the Latitudinal Highway in the national project at the next meeting of the Government Transport Commission, scheduled for November this year.

The meeting participants discussed the development of the railway junction of St. Petersburg and the Leningrad region. On the basis of the technical assignment of Russian Railways, agreed with the city and the region, a Concept for the development of railway infrastructure for the organization of suburban and intra-city passenger traffic in the St. Petersburg railway junction by 2030 is being developed. This was reported by the Deputy General Director of Russian Railways, Head of the Center for the Development of the Central and St. Petersburg Transport Hubs Oleg Tony.

In terms of passenger infrastructure, two new transport routes are being developed under the Concept: Beloostrov - Pulkovo - Oranienbaum Airport and Toksovo - Oranienbaum. They will make it possible to organize intermodal communication between the city and Pulkovo Airport, provide transport accessibility to the Sestroretsk direction of the October Railway and the modern Lakhta Center business cluster, resort areas and historical attractions of the region. The routes will also connect the five existing metro lines and create semi-ring inter-city train traffic for access to densely populated areas of St. Petersburg and the Leningrad Region with an interval of 10 minutes.

The Concept contains balanced proposals for the modernization of both passenger and freight traffic. By 2030, a 1.4-fold increase in freight traffic is projected, with the prevailing volumes currently being followed with transit goods that are not typical for the city in the direction of sea terminals located in the waters of the Gulf of Finland. The share of transit traffic is more than 60% of the total volume. For the development of promising volumes and the removal of transit freight traffic outside St. Petersburg, it is necessary to implement projects for the construction of the North-East and South-West railway bypasses.

In turn, the general director of LLC “Air Gate of the Northern Capital” (VVSS) Leonid Sergeyev said that the company is completing the development of a master plan for the airport, which provides for investment in infrastructure development in the amount of about 40 billion rubles in 2019–2025. The key objects of the plan, he called the expansion of the terminal of domestic airlines and airport galleries, as well as an increase in the number of terapraps.

According to the company’s forecasts, with the comprehensive implementation of the master plan, by 2025 Pulkovo’s passenger traffic will increase to 35 million passengers a year. Now it is about 20 million. 

Growth can be achieved primarily due to the opening of the "sky" on the 7th freedom of air. Such freedom allows passengers and goods to be transported between two countries without landing in the carrier's country of registration. For example, an Irish airline can operate flights between St. Petersburg and a city in a third state. Leonid Sergeyev recalled that from October 1, 2019, for tourists visiting St. Petersburg, a simplified visa regime is introduced - residents of 53 countries will be able to obtain an electronic visa. However, Russian airlines do not fly to 20 of these countries in principle, since the demand for air transportation in these directions is not high enough.

At the same time, according to the requests of foreign air carriers, the total potential passenger flow between St. Petersburg and cities in other countries is estimated at almost 6 million passengers. The introduction of the 7th air freedom will open Petersburg for foreign airlines of the low price segment (low-cost), which develop transportation from hubs outside their countries of registration.

Svetlana Petrova, Director of the Department of State Policy in Civil Aviation of the Ministry of Transport of Russia, emphasized that “for Russia, 7th air freedom is an unprecedented decision.” Nevertheless, the Ministry of Transport, having studied the proposal of the VVSS, believes that it is possible to allow foreign carriers to a number of directions without harming the Russian air transportation market.

For his part, Eugene Dietrich explained that the directions can be divided into groups. The first is those countries where Russian companies do not fly at all. The second - those states with which there are corresponding intergovernmental agreements, but the frequencies were not selected due to lack of demand. The third is controversial areas requiring additional analysis. Depending on the specific situation, decisions on the introduction of the 7th freedom of air are possible.

“We propose to do this as a pilot project for a period of five years in order to“ roll out ”the lines, form passenger flows, and then, when and if our airlines are ready to enter this market, offer them to domestic carriers,” added Svetlana Petrova.

Maxim Akimov supported the initiative. “We have never reached such liberal heights in relation to our competitors, but we understand what support and development this decision will provide to the city,” he explained. The Deputy Prime Minister instructed to finalize the agreement on a five-year pilot experiment, providing for a number of requirements. In particular, the Ministry of Transport, together with the VVSS and the administration of St. Petersburg, needs to compile a list of key indicators for passenger and tourist flow in order to annually monitor the impact of 7th Freedom on changing the situation. In addition, Maxim Akimov ordered the formation of an open, but stable list of countries for the introduction of the 7th freedom. During the experiment, it can expand, but cannot be reduced, which should provide foreign carriers interested in a particular route, the possibility of long-term planning of their activities. “We’ll check all these nets at the expense of foreign low-cost airlines, and if they work, then in five years we can either switch to a Russian carrier or stay with a foreigner,” the Deputy Prime Minister added.

In parallel with the opening of the “sky” in Pulkovo, a positive decision may also follow to deregulate a number of tariffs for airport services. First of all, this concerns the tariffs for international airlines and, at the second stage, along the route Petersburg - Moscow, which is currently approaching highly competitive due to the new M-11 highway and the railway. The removal of regulation at these tariffs will allow the airport to conduct a competitive pricing policy for a wide range of carriers, providing high-quality service depending on the business model of airlines. The Federal Antimonopoly Service plans to make a final decision on this matter within a month.
