The Head Of The Ministry Of Industry And Trade On The Restoration Of Industry In The Period Of Sanctions

 Russian Industry and Trade Minister Denis Manturov in an interview with RNS spoke about the timing of the possible merger of the UAC and Rostekh, the prospects for developing a supersonic aircraft, the introduction of a program of assistance and about when the sale of alcohol on the Internet could be legalized in Russia.

Denis Valentinovich, the US Treasury recently published a "Kremlin report", which included both government officials and virtually all major businessmen. Do you know about the requirements of foreign companies to provide them with additional guarantees - in particular, include in the contracts with Russian companies the point of their termination unilaterally? What risks does it bear?

I heard from our companies that they received such proposals from their colleagues to hedge arbitrarily of some risks, but as I understand, our companies categorically object to such a statement of the issue. But if it concerns only state-owned companies, there was such a dispute, I just do not want to name the company and the topic, but there was such a dispute - we are categorically against it, we will not work with such partners, who will try to demand inserting such sections into the agreements.

Now a lot is said about the merger of the KLA and Rostekha, but Rostekh under the sanctions and many are afraid today that entering the structure of the state corporation can damage the largest Russian project MS-21? What synergy do you see from this association? In what terms, in your opinion, is it possible to unite and is it true that the merger of the UAC with the "Helicopters of Russia" will be the first stage?

To start the UAC itself under sanctions, therefore, the entry of a structure that is under sectoral sanctions in another structure, in this case Rostek, will not make any difference from the point of view of its essence. From the point of view of the impact on the MS-21 project, now the work is underway, well, it will continue to be conducted.

As for the union with the Helicopters of Russia, yes, we are working on this option, but to say when it exactly will happen and in what format, it's too early to speak today. It requires detailed study of all corporate and economic aspects, but I can say unequivocally that as regards the final economic effect from the consolidation of such assets, it is obvious - both at the intersection of production capacities, and at the intersection in the part of purchases and the creation of additional capacities. This gives a colossal synergetic component.

Another question is, when this exactly happens, I would not undertake this prediction. It depends on many factors. If we talk about joining, this year it is realistic. As for the unification process, it will take more significant time.

Russian President Vladimir Putin, after viewing the test flight of the Tu-160M ​​bomber, in a conversation with his creators and testers, suggested thinking about creating a civilian version of such aircraft. But for the creation of such aircraft we need guarantees from buyers, since this is still piece goods. Are you already negotiating with someone? Who, in your opinion, can become a buyer of such aircraft, in what terms can they be created and how much money can be spent on them?

This is not based on the TU-160M, it should be a completely new machine with technical and technological solutions.

Who can become a buyer of such an aircraft?

Depending on what will be the look of this machine. The UAC does have some developments, which were conducted with the support of the state and with the participation of SIC Zhukovsky on the basis of our central aviation institute. As for the final look, there are a lot of options, but for now, at least, the most realistic version of the business aircraft looks like - from 8 to 50 passengers. And what kind of configuration will be specific, today it is too early to speak.

As the NIIR part progresses, decisions will be made in the future on financing experimental development work, and on potential consumers. If we are talking about business aviation, then this is a business structure. As for the version that will transport 50 passengers, it will be necessary to proceed from the ticket price, if this is not an individual business aircraft.

Preliminary interest in such aircraft from someone already came from?

Not yet. For negotiations to be conducted, it is necessary to understand how much such a car will cost and what will be the technical characteristics.

And how much it can cost too, there is no understanding?

Of course not. So far, only NIIrovskie works are conducted, at least, it will take two more years to complete the research directions and only then make a decision whether we go to R & D (RNS) or not, as ROC is already a serious expense. So far, these are insignificant resources.

Are there any projects being developed in Russia to produce innovative civilian products - for example, flying taxis, innovative high-speed trains by type of Hyperloop project? When can they be expected in Russia?

Always innovators and entrepreneurs who are interested in the development of high-tech and, possibly, futuristic directions, they always are and will be. We will support this kind of direction when we understand where one or another sample or product segment can be used. I believe that early and late there will be some breakthrough things that are similar to what you called. Our businessmen also work in this direction.

In January, sales of new cars in Russia showed the largest increase - 31%. What is your forecast for the growth of the Russian car market in 2018? Does Russia have a chance to become the largest market in Europe in terms of sales and when can this happen?

Russia as the car market in Europe by the results of 2017 took the fifth place, but if we take into account the results of January, we have optimism as a whole for the results of this year. Of course, I would like to see the whole year as productive as January, but if we are realistic and proceed from the basic scenarios of our strategies and forecasts, we would be happy and satisfied with the result in the parameter of 10% for the year, first of all in production .

Having a low base of previous years, always the first year shows a more significant result, then gradually it is all balanced and leveled. But we set ourselves the goal and the task to reach the parameter of 2.5 million cars by 2025. Taking into account the fact that we have established capacities in the country to produce 3 million cars already, then gradually moving in this direction, we will approach the figures and parameters that will lead us to the leaders of the European markets.

If we move at a rate of 7% to 10% per year, then the goal of which I said at 2.5 million in 2025 is absolutely realistic. But to give a clear forecast of how this will happen quickly and whether it will happen at all - it is quite difficult and depends on many factors. For example, no one expected that in 2014, the market will be so strong. Therefore, we proceed from the fact that there is a basic scenario of 7-10% and it will be good for us if we show it every year.

How is work on the introduction of electronic OB in Russia? Can the project launch dates scheduled for July be rescheduled?

We are testing, technically, we are ready to introduce it right now, and it will be introduced exactly from July 1. There are no discussions on the transfer.

Will it be necessary for a car owner to pay money for full access to the data of his car when making sales transactions using an electronic vehicle?

When buying and buying and selling yes, the operator will charge you the same way as today it happens when you make sales transactions even on the secondary market. Therefore in this case it will not be an encumbrance for consumers. We are interested in making this all realizable and economically feasible for operators and, on the other hand, comfortable for consumers.

At what stage is the approval of the draft law on the legalization of alcohol sales on the Internet? When, according to the Ministry of Industry and Trade, it will be launched and with what drinks will the experiment begin?

I will not give an accurate forecast when this happens, today it is on the hand of the Ministry of Finance. We agreed the bill, I think that it is very optimistic to finish this work in the coming months. First of all, it concerns the sale of wine, low-alcohol beverages, then we will talk about strong alcoholic beverages.

When, according to the Ministry of Industry and Trade, can the food aid program be launched? Did not they abandon it in general due to the lack of funds for its implementation?

Nobody refused this. As for the timing, we very much hope that this will happen next year.

The volume of foreign production on the Russian counters, according to Rosstat, reached its historic minimum. What in this connection is being done to improve the quality of Russian products?

Rospotrebnadzor, Rosselkhoznadzor, Rosstandart - these departments provide not only control, but also monitor the movement of products on the shelves. Roskazhestvo, as an autonomous non-profit organization that was established on the initiative of the government, is doing a great job and for the last 2.5 years already more than 170 companies are marked with a quality mark. They meet the increased requirements of GOSTs, thus gaining access to the market, the possibility of increasing sales, and of course, this primarily affects the quality that is getting better.

This applies not only to food products, but also to other types of industrial products. We proceed from the fact that the state and consumers should be jointly interested in ensuring that the products on the market are of high quality, so that it conforms to GOSTs.

If we take the research of the last year on bread, then, in my opinion, everyone has already made sure that we have no violations in the production of grain products. There were only a few remarks and violations in the part of packaging, which does not exactly affect the quality of the products produced. Or, if you recall the studies conducted in 2016 on fish products, when pollock was sold under the guise of other, cheaper varieties of fish - here, repeated studies have shown that only some piece violations and deviations are preserved.

And this is mainly due to this work. Such studies motivate retailers, manufacturers, take care of quality, and the consumer constantly maintain interest in this - it stimulates the sale and production of quality products. This is such a joint work of society and the state.
