Industry Industry Working Group Plans To Create A Digital Transformation Solutions Bank

The first meeting of the Digital Industry sectoral working group (ORG) under the Digital Economy organization, under the joint leadership of Oleg Bocharov, Deputy Minister of Industry and Trade of the Russian Federation, and Vasily Brovko, Director for Special Assignments of the Rostec Group of Companies, was held on August 9 in the territory of the Oktava industrial cluster Tula.

The Digital Industry ORG included top managers of the largest industrial companies in Russia: Rostec Group of Companies and its holdings - KAMAZ PJSC, Kalashnikov Concern JSC, UEC-Saturn PJSC and Uralvagonzavod Scientific Industrial Corporation JSC, as well as Rosatom, Sibur, Norilsk Nickel, Metalloinvest, Severstal, NLMK and representatives of other enterprises, the state and science.

Real industry professionals participate in the working group on digitalization of the industry, and we intend to use this platform to review the plans and actions of the ministry in the field of digitalization. In particular, the problems and tasks raised by the working group will be reflected in our departmental project "Digital Industry", which we discussed today at the meeting

At the first meeting of the working group, its work plan until the end of 2019 was discussed. The Ministry of Industry and Trade of Russia also presented the draft departmental program "Digital Industry". The project involves three areas of work: creating a regulatory environment; creation, integration and development of platforms of the state industry information system (GISP); and support for the digital transformation of manufacturing industries, including the preparation of government support measures to stimulate them.

Several factors have the most significant impact on the pace of digital transformation of Russian industry. Among them are the low level of penetration of digital technologies in production, the lack of qualified personnel, the undeclared potential of using domestic solutions, insufficient protection against cyber threats, as well as currency risks and the threat of sanctions restricting the use of foreign technologies. All these challenges require interconnected, operational and modern solutions that can be developed exclusively in close dialogue between the state and business. It is such a dialogue that will be conducted on the platform of the Digital Industry ORG

- noted the co-chairman of the Digital Industry ORG, Rostec Group special director Vasily Brovko.

According to him, the level of digitalization of enterprises in Russia today is quite low. As follows from the analytics of the Ministry of Industry and Trade of Russia and the GC Tsifra, prepared in 2019, only 10 percent of Russian manufacturing enterprises have a digital technology strategy and up to 15 percent of factories are ready for digital transformation.

The group has to work out real ways to accelerate the digital transformation of Russian industry. Among its tasks are participation in the development and verification of action plans for the digital transformation of industry, the formation of a request for a specialized industry community to use the capabilities and resources of the national Digital Economy program, the collection and verification of best domestic practices in industrial digitalization, and coordination of their support. In particular, in the next three months it is planned to organize an exchange of experience between leading industrial enterprises to create a bank of successful domestic digital solutions.

The success of the digital transformation of industry largely depends on the synchronization of positions and the coordinated joint work of government and business. Participation in the dialogue of the parties by the most competent representatives of the leading industrial enterprises of Russia will allow them, together with the Ministry of Industry and Trade of Russia, to develop common approaches to digital transformation, as well as conduct an examination of best practices that can bring maximum results from the introduction of digital technologies

- said the director general of the Digital Economy Evgeny Kovnir.

At the next meeting of the industry group, which is scheduled for September, its participants will discuss measures to support the digital transformation of Russian industrial enterprises and other priority issues.

The Tula region where the meeting was held is the most industrial region of Russia. According to Rosstat, the contribution of industry to the gross regional product (GRP) of the Tula region is 41.2%, which is the highest figure among Russian regions. In April 2018, on the basis of the Oktava plant in the very center of Tula, the Octava Creative Industrial Cluster of the same name was opened, opened in April 2018, a joint project of the Rostec State Corporation and private investor Mikhail Shelkov. It is implemented with the active support of the leadership of the Tula region.
