At the junction of two states. Chronology of the construction of the first automobile bridge from Russia to China

May 31, 2019 is a historical date in the development of Russian-Chinese relations. The Russian and Chinese parts of the Blagoveshchensk-Heihe automobile bridge are connected. Our countries made the decision to build it back in the late 90s of the last century, but for various reasons the construction was postponed for a long time. And only thanks to the special attention of President Vladimir Putin and Deputy Prime Minister Yury Trutnev, the project took place. Ministry of Development has controlled all stages of work. All the difficulties encountered and working issues could be solved promptly at the highest state level. 


Thoughts that the Amur River in the area of ​​the cities of Blagoveshchensk and Heihe is very convenient for the bridge began to be voiced in 1986. After 6 years (December 18, 1992), thoughts acquired a “base” - the Government of the Russian Federation and the Government of the People's Republic of China signed an agreement on international road traffic (this is the basis for the construction of all bridges). And after 3 years - June 26, 1995 - the thought materialized more specifically. The governments of the two countries concluded an agreement on joint construction of a bridge across the Amur River (Heilongjiang) in the area of ​​the cities of Blagoveshchensk - Heihe. By the winter of 1995, even the drilling of survey wells for construction began on the river, but work quickly stopped due to lack of funding. About the bridge was forgotten for many years. 


The “pavement” memory was returned in 2013 during the visit of Prime Minister Dmitry Medvedev to the People's Republic of China. The joint communiqué of the heads of the governments of Russia and China spelled out the need for the implementation of a road bridge project. And in September 2015, as part of the state visit of President of the Russian Federation Vladimir Putin to China, an agreement was signed between the Government of the Russian Federation and the Government of the People's Republic of China on the construction of a bridge across the Amur River (Heilongjiang).


The key was the issue of financing the construction site. “At whose expense to build a bridge?” -   this question was answered in 2015. The Russian and Chinese sides agreed to create a joint Russian-Chinese concession company, the consenters of which were the Government of the Amur Region and the People's Government of Heilongjiang Province.

On June 5, 2016, a concession agreement was signed in Harbin, according to which the bridge is being built at the expense of extrabudgetary sources. This is a unique model of financing construction.

There is no budget money in the construction of the bridge. The works are carried out at the expense of the loan, which the joint company received from the Chinese bank and on the basis of the concession agreement the contractual conditions were formed.

The bridge of our country is important. The economic effect will be noticeable for the entire Far East. Repeated growth in freight turnover will bring replenishment to the budgets of all levels, and the possibility of rapid logistics will give a powerful impetus to the development of agricultural exports.


On the morning of December 24, 2016, a red carpet was laid on the ice of the river. Kilometer flooring - from the Russian coast to the Chinese. Thus began a new era in the border relations of the two countries. Launched the construction of the long-awaited bridge. Literally 2.5 years later, along the same trajectory as the flooring, the supports and the shrouds of the automobile bridge will be located. 



3,900 tons That is how much the international road bridge weighs. It will be two-lane, its length - 1080 meters. Each side has built exactly half - 540 meters.

In total, the total length of the bridge - a little more than 20 kilometers. This includes 13 kilometers of access roads in Russia and 6 kilometers of road in China.

Another 278 meters is the bridge across the Kanikurgan channel. The main bridge on the Russian side begins on the island, which is why the Kanikurgan building leads to it. The bridge span over the channel was pulled in the spring of 2018.


The bridge was built simultaneously on both sides. And all the work went at the same time. Moreover, the task of the Russian builders was more complicated, because everyone started from scratch: there was an impassable forest on the territory where the bridge and the near-surface zone appeared.

“This is the scale of construction for the Amur Region for the first time, therefore, specialists from different cities of the country who have extensive experience in the construction of such large facilities are attracted to the construction site. In total, about 500 people are involved in the construction of the facility, of which more than 200 are from Amur. A maximum of 960 people worked at the construction site. The works are carried out all year round, round the clock, seven days a week, on a rotational basis, all the conditions for this have been created, ”- Yevgeny Korolkov, director of the branch office for the development and construction of the Amur (Heilongjiang) bridge in Blagoveshchensk.


On May 31, 2019, the border ships of the Russian Federation and the PRC took to the raid. From this day on they will sail under a single bridge, the two parts of which have been striving towards each other for several months. Docking is not a quick deal: the movement of the structures was verified literally over a millimeter, and after all the spans ideally approached each other, a command was given to tighten the end bolts. She was given by the Deputy Chairman of the Government of the Russian Federation - Presidential Plenipotentiary to the Far Eastern Federal District Yury Trutnev. 

Ahead of the Russian and Chinese builders still a lot of round-the-clock, hard work, but the main thing has already been done - the docking was successful. This means that the builders laid the foundation for the continuous movement to be opened on the first road bridge in the spring of 2020.

After commissioning of the bridge, the passenger traffic will be about 5,500 people per day. According to the technical task, 630 trucks, 164 buses and 68 cars will be able to drive through it every day.
