In Lipetsk, The Coordinating Council For The Development Of The Building Material Industry

 December 15, 2017 in Lipetsk, the Minister of Industry and Trade of the Russian Federation Denis Manturov held a meeting of the Coordination Council "Development of the construction materials industry in the Russian Federation", and also got acquainted with the exhibition of products of enterprises of the industrial complex of the region.

In his speech, the head of the department recalled that the powers to implement state policy in the construction materials industry were transferred to the Ministry of Industry and Trade of Russia only in 2015. It was for this period that the volume of industrial and housing construction fell, so the task was to preserve the potential of the production sector, where more than half a million people are employed and to avoid massive bankruptcies and loss of competencies.

I can say that we managed to do this together with the regions and business. Even taking into account the continuing stagnation of construction, at the end of the year in the building materials segment, we expect growth of about 2%,  -

the Minister noted.

Denis Manturov explained that the return to positive dynamics is conditioned by the application of regulatory and financial measures of state support.

Thus, the introduction of a mechanism for licensing imports of nonmetallic products allowed domestic producers of crushed stone and gravel to increase production volumes by more than 10% in two years. And due to mandatory certification there is a two-fold decrease in the Russian market of low-quality and unsafe cement marketed on the market. Since 2018, this practice will begin to apply to insulation materials, building mixtures and radiators. Together with Rosstandart, the agency is currently working on updating existing and developing new standards in this area. So, the first edition is ready for 13 topics, and about 150 directions will be covered by the end of next year.

In terms of financial support mechanisms for the industry, it is important to note that the transfer of the functions of its supervisor to the Ministry of Industry and Trade of Russia enabled enterprises to use such a wide range of industry-specific tools as subsidies for R & D, implementation of complex investment projects, compensation of costs for certification of exported products, and concessional loans from the Industrial Development Fund.

Totally, according to these mechanisms more than 2.5 billion rubles have already been attracted to the industry. The main volume of produced building materials is formed by small and medium-sized enterprises. In this regard, in order to support projects for the creation of innovative products, it is necessary, among other things, to involve the resources of regional FRPs. Federal fund for such projects cofinance ready to 70% by volume subektovyh loans  -

Today, practically for all nomenclature positions, the industry fully meets the needs of the construction industry, and the level of dependence on imports on basic materials does not exceed 5%. Taking into account the export prospects, the country has a significant surplus of capacity, the loading of enterprises on average is more than 60%.

In his speech, the Minister also said that to eliminate structural distortions, until the end of 2018 will be completed work on the creation of an interactive map of the construction materials industry. It will be placed in the GIS of the Industry in a free access.

This is a crucial stage of the implementation of approved last year, the industry's development strategy, as further commissioning of new facilities will be carried out solely on the basis of objective balance of supply and demand forecasts,  -

Denis Manturov noted .

The issue of the rational placement of the production forces in the building materials industry and its harmonious development was also touched upon in the speech by Viktor Yevtukhov, State Secretary and Deputy Minister of Industry and Trade of the Russian Federation .

The aim of the Strategy was just "the formation of a high-tech, competitive, sustainable and balanced in terms of supply and demand of the building materials industry innovation type -

said Deputy Minister of Industry and Trade of Russia.

The head of the administration of the Lipetsk region Oleg Korolev noted in his speech that success in housing construction and in capital construction in general testifies to the successful development of the region.

There is a well-coordinated mechanism of interaction of all components of this success: human capital, intellectual potential, scientific and educational base, personnel, construction materials industry, infrastructure, network, transport solutions  -

he said.

At the end of the meeting, the Minister of Industry and Trade Denis Manturov and the Chairman of the Board of Directors of the EUROCEMENT group holding, Filaret Galchev, signed an agreement on cooperation between the Ministry of Industry and Trade of the Russian Federation and the joint stock company EUROCEMENT group.

Also, the ceremony of awarding departmental awards of the Ministry of Industry and Trade of Russia to participants of the Coordinating Council for Industry was held.
