Marking In Four Categories Of Goods Begins In Russia

July 1, 2019 new projects are launched in the system of labeling and tracing of goods: registration of participants in the drug circulation under the high-cost nosologies program begins, production of unmarked tobacco products stops, and a voluntary experiment in the perfume industry begins. In July, a new labeling project will be launched.

With each passing month, the labeling system is gaining momentum, all processes are being worked out together with the business. Constant dialogue with representatives of each industry allows you to quickly and effectively solve problems and remove the concerns of participants in the system. Due to this, we do not expect an increase in the cost of goods or disruptions in supplies after its introduction. It is important to understand that labeling is a modern and convenient tool that protects bona fide entrepreneurs from distorted competition with illegal market participants, creates comfortable conditions for business development, removes unnecessary regulatory and administrative barriers for market representatives who are ready to work openly. We will continue to expand the list of goods subject to mandatory labeling, after holding relevant discussions with professional communities.

The labeling project is being developed as part of a public-private partnership. The Ministry of Industry and Trade of Russia acts as the public partner and coordinator of the project, Operator-CPRT, a subsidiary of the Center for Development of Promising Technologies, is a private partner. The total investment in the project will amount to about 220 billion rubles over 15 years.

A pilot project on drug labeling has been running since 2017. July 1, 2019 began the mandatory registration in the system of participants in the circulation of drugs for the “high-cost nosology” program. They will be marked before the rest, starting October 1. As in other industries, a phased transition to the system is provided to increase the comfort of market participants.

Mandatory tobacco labeling started on March 1, 2019. Until July 1, participants were registered in the system, and from July 1, all manufactured or imported cigarettes should be labeled. The system has already registered more than 14 thousand companies, marked about 2 billion packs of cigarettes. In early June, all the major tobacco producers operating in Russia signed a declaration of early full readiness for labeling.

About 2,000 companies are already participating in the shoe labeling project; more than 70 million codes have been issued. The transition to labeling shoes will be smooth to reduce the burden on market participants, taking into account the peculiarities of the turnover of footwear, including the presence of balances from market participants and business processes of importing companies.

The perfume labeling experiment will also begin on July 1st. In the course of it, together with representatives of the Ministry of Industry and Trade of Russia and the operator of the Center for Development of Advanced Technologies, a means of identification will be determined that will ensure product tracking, will be convenient for manufacturers and importers of products and will not lead to an increase in value.

Our pilot system has already generated more than 3 billion marking codes. It without failures and imperceptibly for market participants included projects launched earlier by the Federal Tax Service - labeling of drugs and fur products. In the tobacco, shoe, drug pilots, all possible scenarios and business processes with manufacturers, retail and logistic link have been worked out, which means that the Honest SIGN is ready to actively work with new categories of goods, to highly loaded and complex projects.

The system operator, at its own expense, will equip manufacturers and importers of equipment for cryptographic code protection. In addition, medical organizations will be equipped at the expense of the MDGP by the registrars of disposal - counterparts of banks, who will record that the drug was received by the patient and left the turnover at the delivery point where the medicine was delivered, and not on the secondary gray market.
