The national program of development of the Far East is being prepared for consideration at the State Council of the Russian Federation

The first meeting of the working group on the preparation of the State Council of the Russian Federation on the issue “On the national program for the development of the Far East for the period up to 2025 and for the future until 2035” was held. The working group, which will be prepared by the council, was headed by Alexander Kozlov, Minister of the Russian Federation for the Development of the Far East and the Arctic, and Aisen Nikolayev, head of the Sakha (Yakutia) Republic.

“In September last year in Vladivostok, Vladimir Putin instructed to develop a national program for the development of the Far East of Russia until 2025 and a prospect until 2035. Today at the meeting of the working group, we will see what has been done to fulfill the assignment of the President of the Russian Federation, what the draft national program is, and see how it is correlated with the national projects that have already been adopted. And I would like to note that a great deal of work was done on the development of a national program, ”an assistant to the President of the Russian Federation, Secretary of the State Council of the Russian Federation Igor Levitin opened the meeting of the working group.

Alexander Kozlov, Minister of the Russian Federation for the Development of the Far East and the Arctic, presented a draft national program to the working group. The project was approved by 22 ministries and departments and on May 30 was submitted to the Government of the Russian Federation.

“The national program should determine the future development of the Far East until 2035, therefore, it could not prepare backstage in the offices of officials. We asked the residents of the Far East how they want to see their region, city, village. A website was opened where citizens left their offers; The site received 16,524 offers. We gave registered citizens the opportunity to vote for these proposals, and as a result, a total of 455,877 votes were cast. We were not limited to the site, in all the municipalities of the Far East, a total of 2,492 meetings with residents were held. In which more than 147 thousand people took part, thanks to the governors who organized the joint work. All messages received were summarized at the level of regional governments,  

The greatest number of proposals received for the development of education and science. Transport accessibility is on the second place, on the third - issues of housing and comfortable living. This is followed by culture, social support for families with children, health care, physical education and sports.

“A set of measures has been developed for each area. These activities are supported by federal ministries. And they are included in the draft national program, ”said Alexander Kozlov.

The draft national program includes three main blocks: economic development, social development and specific development measures for each of the 11 regions of the Far East. The draft national program outlines the following priorities: ensuring the competitiveness of business conditions, increasing the investment attractiveness of key industries, developing infrastructure, supporting exports, supporting small and medium businesses, improving the quality of regional teams, developing financial infrastructure, developing high-tech infrastructure and developing territories high economic potential.

“All the Far Eastern subjects with active discussion with the population, public organizations, parliament, municipalities, business took the most direct part in the development of this program. The final stage remains - to evaluate the entire large-scale work that has been done, to determine whether the new program is focused on achieving the goals set by national projects, and allows us to solve the task - to make the Far East region attractive for life, ”said the head of the Sakha Republic (Yakutia) Aisen Nikolayev (head working group for the preparation of the meeting).

At the first meeting, which was attended by representatives of all Far Eastern regions, federal executive and legislative bodies, a detailed work schedule was drawn up, priorities were defined and deadlines were set. The next meeting will be held in early August. The State Council of the Russian Federation will be held in September in Vladivostok, as part of the Eastern Economic Forum.
