The Recommendations Aimed At Creating An Integrated Environment For The Training Of Qualified Specialists For The DIC

 October 27, 2017 Ministry of Industry of Russia on the basis of FSUE "Central Research Institute" Center "held the third annual meeting with the heads of personnel services of organizations of the defense industry. The topic of the meeting was the issue of staffing the introduction of innovative and import substituting technologies in the defense industry, taking into account the transition of the defense industries to a new technological order.

The event was attended by Deputy Chairman of the Board of the Military-Industrial Commission of the Russian Federation Oleg Bochkarev , Director of the Department of Defense Industry of the Ministry of Industry and Trade of the Russian Federation Konstantin Tarabrin , Director of the Labor, Labor Relations and Social Partnership Department of the Russian Ministry of Labor Marina Maslova, responsible representatives of the Ministry of Industry and Trade of Russia, the Ministry of Education and Science of Russia, The Ministry of Defense of Russia, Rospatent, Rosatom State Nuclear Energy Corporation, Roskosmos State Corporation, about 90 integrated structures and organizations of the OPK, representatives of 10 leading universities of the country and public organizations.

As part of the discussion of the report of the Federal Personnel Center OPK, the meeting dwelled on the problematic issues of developing the personnel potential of the DIC and ways to address them, including measures of state support for training activities, the involvement of specialists in the organization of the defense industry, the organization at the present stage of the system for training qualified personnel for the defense industry, professional and educational standards.

Particular attention was paid to the introduction of modern methods and means of digital design in production, use of advanced information and telecommunication systems, robotic complexes, new materials, product quality management systems, digital production transformation and its provision in the training of engineering personnel.

Experience in the implementation of personnel policy in the transition to Industry 4.0 was shared, among others, by representatives of: SC Rosatom, GC Roskosmos, PJSC UAC, JSC OSK, JSC Concern VKO Almaz-Antey ", JSC" RosElectronics ", JSC" Schwabe ", Federal State Unitary Enterprise" TsAGI ", Federal State Educational Institution of Higher School of Economics, Moscow State University. Lomonosov, FGAOU VO "SAFU named after M.V. Lomonosov ", FGBOU V" MTGU "STANKIN." In an interactive mode, there was a visual exhibition exposition of corporations and enterprises of the defense industry.

Based on the results of the meeting, taking into account the proposals of its participants, recommendations were made aimed at creating an integrated environment for training qualified specialists for the defense industry, based on a single information basis and functioning on the principles of a "full life cycle" of training specialists; introduction in practice of new forms of interaction and coordination of actions of all stakeholders, ensuring the targeted character of the formation and development of the personnel potential of the DIC; expansion of training of specialists in the areas of activity that significantly affect the cost and competitiveness of products, its promotion to domestic and foreign markets; preservation of traditions in the conditions of a generation change and improvement of youth policy at enterprises in order to ensure the consolidation and motivation of young specialists; intensification of joint work with trade union organizations, including in the framework of collective agreements; an active exchange of best practices and the introduction of competitive mechanisms among the personnel services of defense industry organizations.
