In Russia, A Domestic Complex Of Oil And Gas Equipment Is Created To Work On The Shelf

 September 27 at the Izhora factories in Kolpino (St. Petersburg) there was a retreat meeting of the Association of Equipment Manufacturers "New technologies of the gas industry."

The event was attended by Viktor Zubkov , Chairman of the Board of Directors of PJSC Gazprom , St. Petersburg Governor Georgy Poltavchenko , Deputy Minister of Industry and Trade of Russia Vasily Osmakov , heads of industrial enterprises, design bureaus and scientific institutes. The main topic of the meeting was the development of domestic technologies and the creation of equipment for offshore projects.   

Vasily Osmakov noted that under the Ministry of Industry and Trade of Russia there are the Interdepartmental Working Group on Import Substitution in the Fuel and Energy Complex and the Scientific and Technical Council for the Development of Oil and Gas Equipment, including those related to geological exploration and offshore projects.  

He stressed that at the moment the priority is to support projects to develop domestic seismic technologies and create domestic equipment for deep-sea mining.  

In 2016-2017, 1.28 billion rubles were allocated for the implementation by Russian institutes of six projects related to the creation of seismics, bottom stations, a seismic registering complex and a complex for electrical reconnaissance. This year, it has already been financed in the amount of 680 million rubles for seismic and electrical exploration, for 359 million rubles - the creation of a bi-fuel gas turbine installation in marine performance. In addition, geological exploration technologies were supported by the Industrial Development Fund, which granted preferential loans for corresponding projects amounting to 950 million rubles ,

informed the meeting participants Vasily Osmakov. 

With successful implementation of all these projects, the main complex of domestic production equipment will be formed for seismic exploration on the Arctic shelf. The first prototypes are planned to be presented in early October at the exhibition exposition of the Ministry of Industry and Trade of Russia and the Russian Export Center within the framework of the St. Petersburg International Gas Forum.

Vasily Osmakov also recalled that in June 2017 an agreement was signed between the Ministry of Industry and Trade of Russia and Gazprom on bilateral cooperation in the development and localization of underwater mining complexes. In this direction it is planned to support 12 works worth more than 3.5 billion rubles.  

The work on import substitution of equipment and technologies for oil and gas and industrial engineering for the development of the Arctic zone will be continued within the framework of the corresponding subprogram approved by the Government of the Russian Federation on August 31, 2017. The budgetary allocations for its implementation amount to 23.75 billion rubles.        

During the last meeting, the Research and Production Center for Automation and Instrument-Making named after Academician NA Mironov expressed his willingness to take part in the projects of creating domestic equipment for shelf development. Pilyugin, the financial-industrial company Kosmos-Neft-Gaz, the naval machine-building bureau Malakhit, the United Machine-Building Plants, the RusGazDobycha company. A number of enterprises in St. Petersburg have already included their developments in the base catalog prepared by the Ministry of Industry and Trade of Russia for high-tech products for the Arctic.

Participants of the visiting meeting also examined the production capacities of PJSC Izhorskiye Zavody, one of the largest Russian enterprises producing equipment for nuclear power, heavy, chemical and oil engineering. They familiarized themselves with the main stages of production, visiting the welding and assembly shop, large-scale machining, final assembly of large-capacity products and the place of shipment of products.
